Hosted by the Bandaranaike Academy for Leadership and Public Policy (BALPP), Sri Lanka 2048: Developed Nation or Deferred Promise? is designed as a forward-looking policy forum that encourages rigorous discussion about the economic, institutional, and technological transformations required for long-term national progress.
The session will explore the strategic challenges Sri Lanka is likely to face over the next two decades while also examining the policy frameworks required to address them. Participants will engage with leading voices who have worked across economics, governance, public policy, and strategic communications. Their perspectives will help frame a broader national conversation on how Sri Lanka can position itself in an increasingly competitive and rapidly evolving global environment.
Conference Objectives
The conference aims to analyse the major economic, governance, and technological challenges that Sri Lanka is expected to encounter on its path toward 2048. Particular attention will be given to structural constraints within the policy system, including institutional weaknesses, policy inconsistency, and implementation gaps that have historically slowed reform efforts.

Founder and CEO of the fashion brand LOVI Ceylon, Asanka De Mel is also the author of Speech to Sri Lanka from 2048. His work engages with questions of national development, leadership, and the long-term vision required for Sri Lanka to achieve prosperity in the decades ahead.
Dr. Harsha de Silva, MP
Economist and Member of Parliament, Dr. Harsha de Silva has been closely involved in policy discussions on economic reform, market liberalization, and fiscal governance. His experience in both academic and political arenas offers valuable insight into the policy decisions shaping Sri Lanka’s economic future.
