Sri Lanka stands at a defining moment in its national trajectory. As the country approaches the centenary of independence in 2048, a central question demands serious reflection: will Sri Lanka emerge as a developed nation or will the promise of development remain deferred? This conference brought together policymakers, economists, communication specialists, and thought leaders to examine the structural choices that will shape the country’s future.
Hosted by the Bandaranaike Academy for Leadership and Public Policy (BALPP), Sri Lanka 2048: Developed Nation or Deferred Promise? was designed as a forward-looking policy forum that encourages rigorous discussion about the economic, institutional, and technological transformations required for long-term national progress.
The session explored the strategic challenges Sri Lanka is likely to face over the next two decades while also examining the policy frameworks required to address them. Participants engaged with leading voices who have worked across economics, governance, public policy, and strategic communications. Their perspectives help frame a broader national conversation on how Sri Lanka can position itself in an increasingly competitive and rapidly evolving global environment.
Conference Objectives
The conference aimed to analyse the major economic, governance, and technological challenges that Sri Lanka is expected to encounter on its path toward 2048. Particular attention was given to structural constraints within the policy system, including institutional weaknesses, policy inconsistency, and implementation gaps that have historically slowed reform efforts.
A central focus of the discussion was the practical realities of policy execution. The forum examined why reforms often stall, how governance structures influence economic outcomes, and what institutional reforms are necessary to sustain long-term growth and stability.
The conference also seeked to stimulate a broader national dialogue on Sri Lanka’s long-term future. Speakers
Asanka De Mel
Founder and CEO of the fashion brand LOVI Ceylon, Asanka De Mel is also the author of Speech to Sri Lanka from 2048. His work engages with questions of national development, leadership, and the long-term vision required for Sri Lanka to achieve prosperity in the decades ahead.
Kabir Hashim MP
A senior Member of Parliament, Mr. Hashim has also served as the Minister of Highways, Higher Education and Investment Promotion.
Shehara de Silva
An international communications specialist with over four decades of experience, Shehara de Silva has worked extensively in media, marketing, strategic planning, and public advocacy. Her expertise provides a valuable perspective on how communication strategy intersects with public policy and national development.

Shameer Rasooldeen
Group Director at Capital Maharaja Group, Shameer Rasooldeen moderated the discussion, guiding the conversation across economic policy, institutional reform, and strategic communication.
